Governance & UPIFC

University Park Interfraternity Council (UPIFC)

A Strategic Choice Focused on Values and Accountability

Pi Kappa Phi – Delta Rho at the University of Southern California is affiliated with the University Park Interfraternity Council rather than the USC Greek Life office. This is a deliberate decision based on our commitment to national standards, chapter autonomy, accountability, and long-term sustainability. This affiliation does not reflect a lack of responsibility or oversight but an intentional governance model that best supports our members.

Delta Rho is governed by Pi Kappa Phi National Fraternity policies, bylaws, and risk management standards. The chapter is accountable to national staff, alumni advisors, and UPIFC. We are responsible for complying with USC student conduct rules, as well as state and federal law. Our affiliation with UPIFC allows us to maintain structure and governance while aligning with our national values and goals.

Being part of UPIFC does not indicate disciplinary action, suspension, or any avoidance of rules. It is not a loophole or a lack of regulation. Delta Rho operates within a framework of accountability, oversight, and safety comparable to or exceeding that of USC Greek Life recognized organizations.

UPIFC affiliation provides access to national fraternity programs, leadership training, risk management systems, and alumni mentorship. These resources complement campus resources and provide additional expertise and support for member development, chapter operations, and safety. National alignment ensures consistent standards across all chapters, which strengthens overall accountability.

Delta Rho enforces a zero-tolerance hazing policy consistent with national standards. All members are educated on safe practices, responsible event planning, and respect for individual dignity. Oversight by national staff, alumni advisors, and UPIFC ensures that safety, risk management, and conduct standards are strictly maintained.

UPIFC affiliation does not diminish academic expectations. Delta Rho maintains rigorous academic standards, provides peer mentoring, and offers alumni support. Independence allows members to focus on academics while developing leadership skills, serving the community, and building lifelong connections.

Some may assume that chapters outside USC Greek Life are unregulated, unsafe, or lacking resources. In reality Delta Rho operates with intentional structure, compliance, and accountability. Our members benefit from both campus resources and national fraternity programs. The quality and safety of a fraternity experience depend on membership culture, standards, and enforcement, all of which are strong within UPIFC-affiliated chapters.

Delta Rho members remain USC students subject to university policies, student conduct codes, and applicable laws. We encourage all members to access campus resources including counseling, health services, and safety programs. Affiliation with UPIFC enhances our ability to implement best practices while maintaining full responsibility as students and community members.
